Some goods from the US are now subject to increased duties of up to 40% of the cost
What happened: Customs officers have begun to check the country of origin of some goods more thoroughly, Vedomosti writes . If the product is made in the US or there is no confirmation of another country of origin, the importer pays an increased duty. The normal tariff is on average 3-5% of the customs value, and the increased rate is 25-40%.
What goods are checked: currently, special attention is paid to goods with TN VED codes 82, 84, 87, 90 - these are mainly metal products, such as equipment, tools and construction equipment. Increased rates on goods from the United States are regulated by Government Resolution No. 788, which was adopted back in 2018 in response to the introduction of restrictions on the import of Russian steel and aluminum by the US authorities.
Why they stepped up the inspection: In early February, a decision of linkedin database the EEC Council came into force that changed the rules for determining the origin of goods. Now customs requires certificates of the country of origin to confirm that this country is not the United States. According to importers, customs officers previously requested these documents in about one case out of ten, but now they require supporting documents for each delivery of goods from Resolution No. 788.
What other problems do importers have: even if the goods are not made in the USA, it is not always possible to confirm the country of origin. Currently, Russian importers cannot obtain European certificates, so they often have to issue documents in an intermediary country. But some countries refuse to issue certificates, since their legislation does not provide for this.
