A link is not simply a direct vote. The authority of the page is taken into account. A link from a page with PageRank 6 is a more authoritative vote than one from a page with PageRank 2.

But let's take a look at the calculations behind PageRank:

This means, in simpler terms, that Page B's PageRank is calculated by multiplying Page A's PageRank by 0.85. This is known as the damping factor.
If Page B links to Page C, Page C receives 85% of B's PageRank (72.25% of Page A's).
If a web page has no links pointing to it, that page does not start with PageRank 0, but with 0.15.
Things get even more complicated when there is more than one external link on a page.
