Miguel Gerônimo Nobrega Netto, head of the Technical Advisory Board, Deputy Director of the Legislative Board and professor of Legislative Process at FGV and Cefor, states that “on the one hand, there is no doubt that, at least in theory, there would be no other way to keep the Legislative Branch active, in this moment of social isolation, other than with the use of information technology, through instruments such as the videoconferencing system and remote deliberation”. For him, at first glance, the implications of the use of the SDR are very positive, since the demands and needs of society, in this moment of public health emergency , depend on the full functioning of the Legislative Branch – since it is necessary to legislate on urgent matters in favor especially of the most needy segments of society, which involves issues related to public health, economic and national finance problems.
On the other hand, Netto expresses some concern about the way in which some deliberations have been made possible, considering the speed of solving the problems caused by the coronavirus pandemic. “It is worth germany mobile database considering and reflecting that, under normal conditions, proposed amendments to the Constitution travel a long way, both in the Chamber and in the Senate, which provides the opportunity for the matter to be thoroughly discussed, including by organized segments of society, including those who work in institutional and governmental relations,” he explains.
Still on the subject of the speed of action in the legislative houses, it is worth highlighting that Congress approved a new procedure to simplify the processing of provisional measures during the pandemic, reducing the validity period of the matters from 120 to 16 days – nine days for the Chamber of Deputies, five days for the Federal Senate and two more days, if applicable, for the Chamber to analyze any changes made by the revising house –, with the exemption from consideration by joint committees.
It is worth noting, however, that MPs that do not comply with the new processing deadline during the Public Health Emergency and the state of public calamity resulting from Covid-19 will not lose their validity. “In this context, it is expected that the National Congress will respond decisively and with due speed to the desires of society, approving, modifying or even rejecting MPs, depending on whether they are beneficial or not for the current health and economic situation that the country is facing”, says Netto.
